Global Peace Index

The 19th edition of the Global Peace Index (GPI) ranks 163 independent states and territories according to their level of peacefulness. It covers 99.7 per cent of the world’s population. Produced by the Institute for Economics & Peace (IEP), the GPI is the world’s leading measure of global peacefulness.

The IEP’s report is comprehensive, and the organization’s methodology is transparent, with data coming from reliable sources. While the definition of peace is subjective, the rankings are useful to track trends and compare one country to another.

Ten years ago, Canada was in 8th position, the USA 94th, and Mexico 144th.

In 2025, Canada ranks 14th (-6), while its North American neighbours rank 128th (USA -34) and 135th (Mexico +9).

One surprising change in the past decade was France, which fell from 45th to 74th (-29). Two Northern countries dropped in the rankings. They were Norway (-15) and Sweden (-22).

New entries to the top 20 in 2025, compared to 2015, were Croatia (+12), Hungary (+5), Malaysia (+15), and Singapore (+18). Leaving the top 20 were Bhutan (-3), Norway (-15), Poland (-17), and Sweden (-22).

    Depending on how well or how badly the federal government handles another BC Supreme Court ruling Canada’s GPI ranking might drop again.

    After years of complains by former Attorney General Jody Wilson Raybould, followed by Cowichan Tribes vs Canada, Ottawa now another human rights ruling to contend with..

    “The B.C. Supreme Court has given the Canadian government until April 2026 to change the Indian “Act to bring it into compliance with the Charter of Rights and Freedoms after a successful legal challenge by descendants of people who renounced their status under the law.””

    “The court ruled that provisions of the act that denied status to people with a “family history of enfranchisement,” where their parents or grandparents gave up their status and the benefits it entails, infringed upon the plaintiffs’ Charter rights.”

    “The ruling says the Canadian government agreed with the plaintiffs that the registration provisions of the act perpetuated “disadvantage, stereotyping, prejudice and discrimination” tied to enfranchisement by denying people the benefits of Indian status due to their family history.”

    No doubt right-wing media will be circling the wagons.

    Statistical analysis is applied to GPI data to uncover specific conditions conducive of peace. Researchers have determined that Positive Peace, which includes the attitudes, institutions, and structures that pre-empt conflict and facilitate functional societies, is the main driver of peace. The eight pillars of positive peace are well-functioning government, sound business environment, acceptance of the rights of others, good relations with neighbours, free flow of information, high levels of human capital, low levels of corruption, and equitable distribution of resources. Well-functioning government, low levels of corruption, acceptance of the rights of others, and good relations with neighbours are more important in countries suffering from high levels of violence. Free flow of information and sound business environment become more important when a country is approaching the global average level of peacefulness, also described as the Mid-Peace level. Low levels of corruption is the only Pillar that is strongly significant across all three levels of peacefulness. This suggests it is an important transformational factor at all stages of a nation’s development.

    The formula applied?

    Indicators not already ranked on a 1 to 5 scale were converted by using the following formula: x = [x – min(x)] / [max(x) – min(x)], where max(x) and min(x) are the highest and lowest values for that indicator of the countries ranked in the index. The 0 to 1 scores that resulted were then converted to the 1 to 5 scale. Individual indicators were then weighted according to the expert panel’s judgment of their importance. The scores were then tabulated into two weighted sub-indices: internal peace, weighted at 60% of a country’s final score, and external peace, weighted at 40% of a country’s final score. “Negative Peace”, defined as the absence of violence or of the fear of violence, is used as the definition of peace to create the Global Peace Index. An additional aim of the GPI database is to facilitate deeper study of the concept of positive peace, or those attitudes, institutions, and structures that drive peacefulness in society. The GPI also examines relationships between peace and reliable international measures, including democracy and transparency, education and material well-being. As such, it seeks to understand the relative importance of a range of potential determinants, or “drivers”, which may influence the nurturing of peaceful societies, both internally and externally.[9]

    The Genuine Progress Indicator (GPI) is an alternative to GDP that includes environmental and social factors, such as pollution and crime, to assess economic growth holistically.

    • Proponents argue that GPI provides a more comprehensive measure of a nation’s welfare by including factors like volunteerism and environmental sustainability.

    • Critics point out that the subjectivity and variability in GPI calculations make it difficult to compare across countries or use as a standard economic measure.

    • GPI is compared to net profit in business; it subtracts the social and environmental costs from the economic growth measured by GDP.

    GPI = Cadj + G + W – D – S – E – N

    • Cadj = personal consumption with income distribution adjustments

    • G = capital growth

    • W = unconventional contributions to welfare, such as volunteerism

    • D = defensive private spending

    • S = activities that negatively impact social capital

    • E = costs associated with the deterioration of the environment

    • N = activities that negatively impact natural capital

    “Portland Mayor Keith Wilson responded to Trump’s demand in a statement, writing, “President Trump has directed ‘all necessary Troops’ to Portland, Oregon. The number of necessary troops is zero, in Portland and any other American city.     COMMENTS

    (The Posse Comitatus Act bans the military from policing citizens. And the First Amendment protects exactly this kind of dissent. )

    (Portland probably leads the nation in: Strip bars per capita, Coffeeshops per capita, Bike shops per capita, And, most importantly: Cannabis dispensaries per capital. The price of weed here is as low as it was in the mid 70’s. I call on every dispensary in Portland to get the guard too intoxicated to function, and give free weed to any soldier who refuses orders. Once the guards get the munchies and check out our world class food scene, they won’t go back to army chow.)
